Interesting! It makes me think that in Bali many petty crime/public order issues are handled by the pecalang, which is a kind of unarmed community police who work within their village, possibly on a volunteer basis. For most day-to-day issues, local pecalang will be called instead of the official police, that tends to be corrupt. Interestingly, coming from inside the community, they are able to use subtle social pressuring rather than violence. I'm sure there's plenty of downsides to this model as well, but it's interesting to compare and contrast
